Margaret and Steve Frawley celebrate the third birthday of their twin girls Kelly and Kathy with a party. That evening, they attend a dinner. Returning home, the babysitter is unconscious and the children gone. A note demanding a ransom had been left in their room. Steve's firm agree to pay the ransom, and the kidnapper, known as the Pied Piper, makes a call revealing the girls' whereabouts. But only Kelly is in the car. The driver is dead, and has left a suicide note saying he inadvertently killed Kathy and dumped her body in the ocean. However, a series of inexplicable occurences lead Steve and Margaret to believe that Kelly is communicating with Kathy, and her sister is still alive.
